Search may help recover hidden notes
Before you start recovering notes, you should do a quick search in the Notes app to make sure that hidden notes have not been deleted or placed in another folder. To perform a search, head to the Notes app and search for your note or keyword in the search field at the top.
It will search every folder as well as search all deleted notes. Try to use header words in each note to speed up the search process.
Check for notes on iCloud
If you've recently removed an email account from your device, you may have deleted an entire Notes folder in the process. However, this does not mean that these notes are lost forever. It is likely that you will be able to get them back through iCloud again.
To check that you have an iCloud backup, you can go to the iCloud website on any computer and sign in. Once logged in, head over to Notes and see if your missing notes exist. And if you recently deleted a note on your iPhone, do so as soon as possible. The iCloud folder takes a little longer to backup and there is a chance that the note may still be there.
You can also do a search in iCloud because sometimes you might see it there and not on your iPhone.
Find deleted notes through your email
If you've removed an email from your account, permanently deleted some notes, or can't find your missing notes any other way, there's another option. If you have an email account on your device connected to the Notes app, you can find copies of your notes in your email.
To check if your notes and email are online, head to Settings > Mail > Accounts, tap on your email and if you're online, you'll see Feedback enabled.
If it's not enabled, enable it to see if this returns feedback. You can also add past emails to the Mail app and enable feedback for those accounts as well. And if you enabled notes previously, no matter how long ago, it will restore the notes that disappeared when you removed that email account from your iPhone.
Once you've added these accounts and enabled notes, head over to the Notes app, and you'll see a folder for notes from your email. Presumably, you'll see all your notes that were previously gone.
