Private cloud computing and hardware verification
Details reported by MacRumors reveal that the reference image feature relies primarily on Apple's private cloud computing servers. When the option is enabled, raw image data, sensor digital signatures, the time frame of the image capture, and unique camera identifiers are sent to Apple's servers for processing and validation.

After verification is complete, the file is assigned a unique digital identifier which is returned to the user's device as irrefutable proof. Crucially, Apple's servers do not retain the original image itself, but only a cryptographic fingerprint (hash) and the evaluation results. This mechanism allows Apple to retroactively revoke previous certifications for a specific sensor if it is later discovered that the camera's hardware has been compromised or tampered with.
Who is this feature aimed at and when is it expected to be available?
Since this feature will be disabled by default, it's clear that Apple doesn't expect all users to enable it for everyday photos. It's primarily aimed at journalists, professional photographers, and content creators who need definitive proof that their images are authentic and haven't been digitally altered or manipulated.
